"The Price of Power"

The city-state of Assur underwent a gradual transformation from a corporate political order to a nascent imperial state, as collective governance yielded to increasingly centralized authority. Yet, like later Rome, what became “Assyria” maintained the enduring fiction of institutional and political heterarchy throughout its existence. Comparable developments can be observed earlier in the history of Uruk, where corporate governance and relatively flat hierarchies gave way to more integrated and hierarchical forms of rule. Using Assur and Uruk as case studies, this panel examines the presumed “inevitability” of political centralization and state formation in Western Asia, and reconsiders established understandings of power, statehood, and institutional organization from the Chalcolithic through the Iron Age.
